Sovereign AI means deploying powerful, open-weight language models on infrastructure that remains under European jurisdiction, governance, and auditable control — aligned with the EU AI Act and the SEAL certification framework.
The EU AI Act (Regulation 2024/1689) introduces a risk-based classification for all AI systems placed on the EU market. Large language models and general-purpose embedding models are categorised as General-Purpose AI (GPAI) under Article 51, triggering transparency, documentation, and compliance obligations.
Open-weight models such as Mistral, LLaMA, and Phi all fall under the GPAI category. Running them on EU-sovereign infrastructure removes operational dependency on non-EU cloud operators and ensures your AI obligations remain enforceable under EU law. Models with estimated training compute above 10²⁵ FLOPs face additional systemic-risk requirements including adversarial testing and incident reporting.
The SEAL framework, defined by the European Commission for sovereign cloud, applies directly to the infrastructure running AI workloads. The level you can achieve depends on your deployment model — on-premises GPU clusters can reach SEAL-4, while EU-sovereign managed cloud typically achieves SEAL-2 to SEAL-3. The model itself is a dependency; sovereignty is a property of the full stack.
